About the Role
We are seeking an experienced and passionate Person in Charge in Tipperary to lead and oversee the delivery of high-quality residential disability services within a designated region. This is a senior leadership position responsible for ensuring safe, person-centred, and compliant service delivery while supporting and developing management teams to achieve positive outcomes for service users and their families.
The successful candidate will play a key role in service development, regulatory compliance, staff leadership, quality assurance, and stakeholder engagement, ensuring services operate in line with HIQA standards, relevant legislation, and organisational policies.
About the Company
Our client is a specialist provider of residential and community-based services for young people with Autism Spectrum Disorder (ASD). Through evidence-based approaches, including Applied Behaviour Analysis (ABA), Positive Behaviour Support (PBS), and Equine Therapy, they deliver high-quality, person-centred care in a safe and therapeutic environment, with young people and their families at the centre of all decision-making and support planning.
About The Role
Key Responsibilities:
Leadership & Service Management
- Provide strategic and operational leadership across designated residential centres.
- Fulfil the statutory responsibilities of the Person in Charge in compliance with the Health Act 2007.
- Lead and support Centre Management teams to deliver safe, effective, and person-centred services.
- Work collaboratively with senior management to plan, develop, and continuously improve services.
- Ensure services operate in accordance with their Statement of Purpose and organisational standards.
Quality, Compliance & Governance
- Ensure compliance with HIQA regulations, National Standards, organisational policies, and all relevant legislation.
- Monitor service quality and implement continuous improvement initiatives.
- Oversee regulatory reporting requirements, including Significant Event Notifications and notifiable incidents.
- Conduct regular audits and ensure corrective action plans are implemented and reviewed.
Person-Centred Service Delivery
- Champion person-centred practices and ensure individual needs, goals, and aspirations are reflected in service delivery.
- Oversee the development, implementation, and evaluation of Person-Centred Plans.
- Support teams in managing complex behaviours through Positive Behaviour Support and Low Arousal approaches.
- Ensure effective safeguarding measures are in place to promote the wellbeing and rights of service users.
Staff Leadership & Development
- Provide supervision, mentoring, and professional support to management teams and staff.
- Promote a culture of accountability, learning, equality, diversity, and inclusion.
- Lead employee relations processes, including performance management, grievance, and disciplinary procedures.
- Ensure effective induction, training, and professional development opportunities for all employees.
- Facilitate critical incident debriefing and reflective practice sessions.
Health, Safety & Risk Management
- Ensure compliance with all Health and Safety legislation and organisational requirements.
- Oversee risk management processes, including the identification, assessment, mitigation, and escalation of risks.
- Monitor and respond appropriately to accidents, incidents, complaints, and safeguarding concerns.
- Ensure all hazards are effectively managed, documented, and reviewed.
Family & Stakeholder Engagement
- Build and maintain positive relationships with service users, families, advocates, and key stakeholders.
- Act as a point of contact for families and respond professionally to concerns and enquiries.
- Develop strong partnerships with external agencies, community services, healthcare professionals, schools, and regulatory bodies.
Administration & Financial Management
- Maintain high standards of governance, administration, and record keeping.
- Review and oversee centre documentation, reports, registers, and operational records.
- Prepare reports and service evaluations as required.
- Manage and monitor centre budgets and financial resources effectively.
Operational Responsibilities
- Participate in the on-call management rota.
- Support the delivery of a 24-hour, 7-day service, including occasional evening, weekend, public holiday, and emergency cover as required.
- Lead and participate in team meetings, handovers, professional forums, conferences, and organisational events.
- Undertake any other duties reasonably required by senior management.
Person Specification:
Essential Requirements
- Relevant qualification in Health or Social Care Management/ leadership OR a commitment to undertake further training is essential.
- Minimum Level 7 in Humanities, Healthcare OR Social Care Equivalent e.g. Disability Studies/ Psychology/ Counselling Psychotherapy/ Special Needs Education / Nursing
- Atleast 3 years of management/supervisory experience within healthcare or social care services.
- Strong knowledge of HIQA regulations, National Standards, safeguarding, and person-centred practice.
- Proven leadership, people management, and organisational skills.
- Experience in behaviour support, risk management, and service development.
- Excellent communication, report writing, and stakeholder engagement skills.
- Full driving licence and flexibility to travel across the designated region.
