Job Description

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property, and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. The Fire Department, City of New York (FDNY) seeks a full-time Staff Analyst in the Office of Medical Affairs (OMA). This non-managerial, support position, under supervision with some latitude for independent initiative and judgement, serves as Director of the Program Agency (PA) within OMA, coordinating the operations of the State funded Program Agency. The selected candidate shall provide administrative, quantitative and data analysis and support to appropriate regulatory agencies in the research development and implementation of policies, procedures and protocols consistent with the standards set forth by NYS including the timely delivery of required reports to these agencies as necessary and required and ensure the completion and delivery of contract deliverables.

The selected candidate is responsible for the coordination and management of procurement resources; participation in the implementation of quality assurance and improvement projects as authorized under respective sections of NYS Public Health Law, monitor the quality and validity of appropriate data uploads in the State Image Trend electronic Patient Care Reporting (ePCR) system, as well as maintain written policy and procedures for ensuring the confidentiality of protected health information.

The selected candidate shall also serve as liaison to EMS Operations, regulatory agencies, 911 receiving facilities and EMS agencies regarding program related issues and work directly with the Chief Medical Director and OMA staff, to optimize resources and manage existing and future grant projects. This candidate is responsible for supervising the daily operations of the PA, the management of grant-related budget, quality assurance and compliance activities while ensuring the maintenance of accurate and complete record keeping. The candidate shall also perform any other related tasks and duties as delegated and assigned. Some evening and weekend work with travel within NYS is also required.

Minimum Qualifications


A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.


Preferred Skills


- Master’s degree from an accredited college in accepted courses of study and one (1) year of professional experience or - Baccalaureate degree from an accredited college and three (3) or mor years of satisfactory full-time professional experience, or a combination of education and/or experience equivalent as described above - Working knowledge and understanding of the prehospital emergency medical services in the NYC 911 and/or NYS EMS systems - Strong information technology skills in utilization of computers in performance of duties (e.g: Microsoft Office suite, web-site development applications) - Supervisory and training experience helpful - Working knowledge and understanding of general business management practices - Reliable transportation that is available for regular, as well as evening and weekend travel

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
