BW Industrial Construction is seeking a detail-oriented and proactive Proposal Manager to join our team. In this role, you will harness your expertise in water and wastewater projects to lead the development of high-quality proposals, coordinate project schedules, and support business growth in the industrial construction sector. The ideal candidate will have a strong background in water/wastewater engineering and construction, with proven experience in crafting compelling proposals, managing timelines for project milestones, and collaborating with cross-functional teams. A passion for precision, regulatory compliance, and a drive to achieve successful project outcomes are vital for excelling in this role.

Responsibilities

  • Collaborate with the business development and technical teams to identify and qualify RFPs and opportunities in water/wastewater treatment, distribution, and industrial infrastructure projects.
  • Conduct in-depth analysis of client requirements, including technical specifications for water treatment systems, wastewater processing, permitting, and environmental compliance.
  • Develop and manage comprehensive proposal documents, including technical narratives, cost estimates, schedules, and compliance matrices tailored to municipal and industrial clients.
  • Create and maintain detailed project schedules using tools like MS Project or Primavera, tracking milestones such as design phases, permitting approvals, procurement, construction sequencing, and commissioning for water/wastewater initiatives.
  • Coordinate proposal timelines, ensuring alignment with submission deadlines, internal reviews, and client feedback loops while mitigating risks related to delays in regulatory approvals or supply chain issues.
  • Provide strategic input on proposal content to highlight the company’s expertise in sustainable water solutions, such as advanced treatment technologies and resilient infrastructure.
  • Support post-submission activities, including client presentations, negotiations, and debriefs to refine future pursuits.
  • Maintain relationships with key stakeholders, including engineers, subcontractors, and regulatory bodies in the Phoenix metropolitan area, to enhance proposal competitiveness.
  • Demonstrate a proactive approach to problem-solving, with a focus on accuracy, innovation in water resource management, and achieving win rates that contribute to company growth.

Requirements

  • 3+ years of proven experience in proposal management or technical writing within the construction and engineering sectors, with a specific focus on water/wastewater projects, including municipal utilities and industrial facilities.
  • Demonstrated success in developing proposals that secure contracts, with hands-on experience in scheduling project milestones, resource allocation, and risk assessment for complex infrastructure timelines.
  • Proficiency in scheduling software (e.g., MS Project, Primavera) and proposal tools (e.g., Adobe Acrobat, MS Office Suite) to manage milestones and deliverables effectively.
  • Bachelor's degree in Civil/Environmental Engineering, Construction Management, or a related field is a plus; advanced degrees, PE certification, or CWEA/AWWA credentials are a plus.
  • Excellent written and verbal communication skills, with the ability to translate technical details into persuasive, client-focused narratives.
