Summary:

The Utility Maintenance Technician is responsible for the installation, maintenance, and repair of various municipal utility systems, including water, wastewater, and stormwater infrastructure. The role requires hands-on work to ensure that all utility systems are functioning efficiently and meet regulatory standards. This position involves fieldwork, troubleshooting, and collaborating with other departments to maintain and improve municipal utilities.

Duties and Responsibilities:

§ Perform routine inspections, maintenance, and repairs on water, wastewater, and stormwater systems. This includes checking piping, pumps, valves, hydrants, manholes, lift stations, water and sewer pumps, lagoon aeration systems, water main valves and other components to ensure proper functioning.

§ Diagnose issues within utility systems, identify root causes and perform necessary repairs, including fixing leaks, clearing blockages, and replacing malfunctioning parts.

§ Operate all equipment and computer control systems (SCADA) at both water and wastewater treatment facilities to maintain compliance with regulatory standards.

§ Collect and test water and sewer samples for chemical and bacterial content or transport to lab for testing, ensuring accurate records are kept.

§ Accurately read and document consumption figures from metered customers. Investigate discrepancies, identify potential leaks, and assess water meters to ensure proper maintenance and functionality.

§ Remove and install water meter and reading devices for the purpose of maintenance and repairs. Perform final inspection for the installation of water meters.

§ Respond to emergency utility situations, such as water main breaks, system malfunctions, or stormwater flooding. Perform on-call duties as part of a regular rotation to restore service and minimize further damage.

§ Address customer complaints related to water quality and investigate reported water leaks.

§ Respond to calls for blocked sewers, turn water on/off, and notify customers of maintenance or water system shutdowns.

§ Perform Inspections of new and replacement water and sewer laterals.

§ Chlorinate water systems in accordance with established practices to ensure water quality and safety.

§ Monitor and inspect water and sewage treatment plant equipment and systems to detect malfunctions and to ensure plant systems are operating normally.

§ Locate water and sewer mains and services, including video inspection of sewer lines to locate issues and clear blockages.

§ Be available for on-call duty during evenings, weekends, and holidays, as required. Follow emergency response protocols to restore service.

§ Maintain a clean work environment including vehicles, tools, and equipment.

§ Perform other related duties and responsibilities as may be assigned.

Knowledge, Abilities and Skills:

  • In-depth knowledge of the operation and maintenance of water and sewer systems, including distribution and collection systems.
  • Ability to operate and assist in maintaining a variety of maintenance equipment.
  • Considerable knowledge of the hazards and safety precautions applicable to the work.
  • Ability to establish and maintain effective working relationships with employees and the public.
  • Strong planning and organizational skills with the ability to prioritize tasks effectively.
  • Clear and effective communication skills, both orally and in writing.
  • Proficient with computer applications such as Email, Word, Excel, and other necessary software.
  • Be able to demonstrate good judgement and to be able to plan and prioritize projects and tasks.

Education and Experience:

  • Minimum Grade 12 or equivalent.
  • Certification in Water Distribution class 2, Wastewater Collection class 2, and Wastewater Treatment class 1 or the willingness and ability to obtain in a reasonable amount of time.
  • A minimum of two years experience in the areas of water distribution – wastewater collection and maintenance.
  • Trade qualifications or experience in plumbing or electrical trades would be an asset.
  • Experience with controls and equipment and/or SCADA would be an asset.
  • Certificate in Confined Space Awareness and Entry within six months.
  • Certificate in Fall Protection/Arrest within six months.
  • Certificate in First Aid, CPR and WHIMS within six months.
  • Valid Class 5 driver’s license is required.

Work Environment:

§ Work is typically carried out on site in an exposed environment and is subject to all weather conditions, or within confined spaces where it may be dusty or have strong odours.

§ Be flexible to work evenings, weekends and holidays as required.

§ Fill in for staff during turn over or unanticipated leaves of absence.

§ Physical demands include heavy physical exertion such as climbing ladders, reaching, bending, and lifting.

§ Work may involve completing repetitive tasks.

§ Criminal Record Check required upon hire.
