ScaVet Technologies, LLC (SVT), established in 2006 as a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), provides program management, engineering, and construction management services supporting federal healthcare and mission-critical infrastructure programs.

SVT is seeking a Construction Manager (CM)to support Construction Management Services at the Lake City VA Medical Center in support of the Electronic Health Record Modernization (EHRM) Infrastructure Upgrade Program.

Position Overview

The CM will support the Contracting Officer’s Representative (COR) by providing construction management oversight and project engineering support for healthcare and information technology (IT) infrastructure projects within an active Veterans Affairs medical facility. The position requires experience supporting complex construction activities in operational environments and coordinating with multiple stakeholders including contractors, project managers, and facility personnel.

Minimum Qualifications

The Construction Manager shall possess:

  • A degree from an accredited institution (such as a bachelor’s degree in construction management, engineering, architecture, or a related discipline); or
  • Demonstrated work experience or specialized knowledge sufficient to compensate for the absence of a degree.

A minimum of six (6) years of construction-related work experience may be substituted for formal education and will be evaluated for acceptability.

Candidates must provide a detailed resume documenting relevant construction management experience, including projects of similar scale and complexity.

Experience supporting healthcare construction projects and information technology (IT) infrastructure upgrades is highly desirable.

Required Experience and Knowledge

The CM shall possess a strong working knowledge of construction practices and project management principles and will assist in implementing project oversight activities including:

  • Quality Assurance and Quality Control (QA/QC)
  • Construction safety oversight
  • Schedule monitoring and time management
  • Cost monitoring and construction progress evaluations
  • Change management and documentation control
  • Project information management

The individual shall demonstrate familiarity with general contractor site operations, including coordination with subcontractors and managing construction activities within a structured project environment.

Construction Oversight Responsibilities

The CM will support construction monitoring activities by:

  • Conducting construction inspections to verify work quality and compliance with contract requirements.
  • Reviewing construction activities to ensure adherence to project drawings, specifications, and technical standards.
  • Identifying deficiencies or inconsistencies between construction work and contract documents and documenting corrective actions.
  • Supporting construction progress evaluations and verifying acceptable work in place.

The CM must understand construction schedules and assist the Government in evaluating contractor performance relative to the baseline project schedule.

Project Experience Requirements

Candidates must demonstrate experience on at least three (3) completed construction projects of similar scale and complexity, where the individual held a comparable construction management or project oversight role.

EHRM Construction Management Support

The CM will provide construction management support to the COR for the VA EHRM Infrastructure Program, assisting with project coordination and oversight of multidisciplinary construction activities supporting healthcare IT infrastructure modernization.

When delegated by the COR, the CM may assist with managing project activities related to:

  • Technical quality oversight
  • Schedule monitoring
  • Cost control
  • Contractor coordination
  • Project documentation and reporting

Reporting and Documentation Responsibilities

The CM will maintain project documentation including:

  • Daily construction progress reports
  • Inspection and quality assurance reports
  • Construction documentation and project records
  • Progress tracking and status updates

The CM will also assist in coordinating inspection and quality assurance personnel to ensure effective monitoring of project activities and timely identification of potential issues.

Communication and Technical Skills

The candidate must possess strong communication, organizational, and computer skills, including the ability to utilize various software programs to:

  • Track construction progress
  • Maintain project documentation
  • Compile project data and reports
  • Support project coordination activities

The individual must demonstrate proficiency in applying construction industry knowledge and computer literacy to produce accurate work products and support effective project management.

Job Type: Full-time

Pay: $95,000.00 - $120,000.00 per year
