Driver Training Manager

Summary

The Driver Training Manager is responsible for overseeing the direct activities for both Driver Trainer Supervisors, Driver Trainer, Drivers, and Bus Monitors providing paratransit service for the Department of Community Transit. This position coordinates closely with the Deputy Director to ensure compliance with driver onboarding and the creation of instructional policies, while also providing on-street supervision and support to drivers.

Essential Duties

  • Provide direct oversight of Driver Trainer Supervisors and Driver Trainee. Provides Indirect oversight of all Drivers and Bus Monitors.
  • Identify and procure all necessary resources required for effective onboarding and training of newly hired paratransit operators, including training materials, vehicles, simulators, and any other tools or equipment needed.
  • Develop and utilize comprehensive training materials tailored to the needs of paratransit operators, ensuring they are up-to-date, relevant, and compliant with regulations
  • Acts as the primary point of contact at accident scenes, liaising with the Safety Officer to conduct thorough investigations involving scene assessment, witness interviews, and evaluation of all parties involved. Collaborates closely with the Safety Officer to determine whether the paratransit driver should continue their service and assesses the necessity for drug and/or alcohol testing.
  • Ensures compliance with legal and procedural obligations by adhering to the provisions outlined in the ADA, FTA, PennDOT, and other relevant regulations. Enforces all Substance Abuse Policy regulations and Chester County Community Transit policies to uphold safety and regulatory standard
  • Operates a Chester County fleet vehicle as needed.
  • Maintains driving knowledge and skills by participating in safety and related training programs thatare made available.
  • Represents Chester County in a professional and positive manner at all times.
  • Contributes to the team effort by training assigned employees, participating in problem solving methods, and maintaining a cooperative relationship with coworkers and management.
  • Maintains cooperative relationship with coworkers and management by communicating necessary information, responding to requests, building rapport; and participating in problem- solving methods.
  • Keeps supervisor informed of critical incidents and information needed to ensure smooth operations.
  • Meets all legal and procedural requirements by ensuring compliance with provisions of the ADA, FTA, PennDOT, etc. Upholds and enforces all Substance Abuse Policy regulations, Collective Bargaining Agreement provisions, if applicable, and Chester County Department of Community Transit policies.
  • Effective Training Program Management: Ensure the Driver Trainer Supervisors have all necessary resources to successfully onboard and train paratransit operators, leading to competent and capable drivers who meet service standards and passenger needs.
  • Enhanced Safety and Compliance: Uphold and enforce all relevant regulations, policies, and procedures, including those outlined by the ADA, FTA, PennDOT, Substance Abuse Policy, and Chester County Community Transit policies, promoting safety and legal compliance within the transportation operations.
  • Optimized Operational Efficiency: Supervise and direct drivers in the field, observing and evaluating their performance to identify areas for improvement, implementing corrective actions, and providing mentoring support, leading to increased operational efficiency and service quality.
  • Timely Incident Response and Resolution: Serve as a point of contact at accident scenes, collaborating with the Safety Officer to conduct investigations, determine the continuation of service for paratransit drivers, and facilitate necessary drug and alcohol testing, ensuring timely response and resolution of incidents to minimize disruptions and maintain service reliabilit
  • Effective Communication and Coordination: Establish and maintain open communication lines with all staff members, management, and external stakeholders, contributing to effective organizational communication and coordination, and keeping stakeholders informed of critical incidents and operational updates to ensure smooth operations and customer satisfaction.
  • Performs other duties as may be required or assigned.

Qualifications/Preferred Skills, Knowledge & Experience

  • Bachelor’s degree in Planning, Public Administration, Transportation, Business Administration, or a related field, and thhree years of job-related expereince, or any combination of education and experience that ensures the requisite abilities.
  • Two years of management or supervisory experience withina a major corporate or metropolitan transit sysystem, or two years of management or supervisory experience specifically within paratransit / bus operations within any transit system.
  • Must be a minimum of 21 years of age with an acceptable driving record, and background verification in accordance with Chester County Department of Community Transit standards.
  • Knowledge of safe driving practices and demonstrated ability to operate and drive transit vehicles in a safe manner.
  • Ability to understand and adhere to County and Department rules, procedures, directions, funding guidelines, DOT regulations and PA traffic regulations.
  • Ability to interface positively and effectively with passengers and the general public, as well as supervisor and other Department management.
  • Ability to enforce all County and Department rules and regulations with passengers.
  • Ability to maintain confidential information.
  • Strong analytical and problem-solving skills.
  • Excellent verbal, written and interpersonal skills.
  • Accurate and detail-oriented, with excellent organizational skills, with the ability to adapt to priorities are that under constant change.
  • Operating vehicle equipment and any applicable office equipment.
  • Ability to work independently and proceed with objectives.
Preferred Skills, Knowledge & Experience:
  • Master’s degree in Planning, Public Administration, Transportation, Business Administration, or a related field.
  • Four years of job-related experience, strongest preference for nonprofit roles
  • Bilingual abilities, with an emphasis on Spanish.
  • General knowledge and understanding of County of Chester policies and procedures

  • Basic Office Suite Skills, (Word, Excel, PowerPoint, and Explorer)

Physical Demands:
While performing the duties of this position, an individual is frequently required to sit, stand, walk and talk or hear. Occasionally, an individual will need to bend at the waist while working and climb stairs. On rare occasions, the individual will need to reach or work with arms above shoulders, kneel, stoop, crouch or squat. Must be able to enter and exit the vehicle for each passenger as needed (up to 30 times per day).
  • Must be able to lift at least 25 pounds.
  • Must be able to push a wheelchair with an occupant up to 350 pounds up an inclined mobility ramp.
  • Must be able to physically operate a wheelchair lift and securing devices according to County policy and procedures.
The specific vision requirement listed for this position is:
  • Close vision (clear vision at 20 inches or less)
Work Environment:
Duties will typically be performed within a paratransit vehicle (where the noise level is moderate to loud) and/or outdoors, which may necessitate dealing with excessive heat or cold and/or moderate to loud noise levels.
Other:
  • Ability to work extended hours, including weekends and holidays, as required.
  • This is a safety sensitive position subject to US DOT Drug and Alcohol pre-employment, random, post-accident, reasonable suspicion and return to duty testing.
