Overview:
The Finance Director provides executive-level leadership and oversight for all financial functions at Kagman Community Health Center, Inc. dba Isla Community Health (KCHC).
Reporting directly to the Chief Executive Officer, the Finance Director ensures sound fiscal stewardship, strategic financial planning, regulatory compliance, and operational excellence in finance, grants management, and revenue cycle operations. This position is also responsible for maintaining the financial integrity of the organization through strong internal controls, ethical standards, and transparent reporting practices. The Finance Director serves as the lead liaison to the Board of Directors on all financial matters and ensures timely compliance with all federal, state, and grantor financial requirements.
Key Responsibilities
Essential Duties and Responsibilities
· Strategic Financial Leadership
· Serve as a key advisor to the CEO on fiscal strategy and sustainability.
· Lead annual budgeting, financial forecasting, cost modeling, and multi-year financial planning aligned with organizational goals.
· Analyze financial trends and recommend strategies to optimize financial performance and mitigate risks.
Financial Operations and Oversight
· Direct day-to-day finance operations, including accounting, accounts payable/receivable, payroll, banking, procurement, and purchasing.
· Supervises all finance department staff
· Ensure timely and accurate monthly financial closings, reconciliations, and general ledger management in accordance with GAAP.
Procurement Strategy and Compliance
· Ensure all high-value or strategic purchases are financially justified and align with the organization's budget and procurement policies.
· Oversee the development, implementation, and periodic review of procurement policies to ensure consistency, transparency, and accountability.
· Assess financial risks related to procurement decisions, including vendor contracts, payment terms, and long-term supply commitments.
· Collaborate with procurement staff to review and approve vendor contracts, ensuring terms are financially sound and beneficial to the organization.
· Ensure that procurement practices are compliant with internal controls and external regulatory requirements and that documentation is audit-ready.
· Work closely with procurement and accounting staff to ensure proper tracking of purchases, timely payments, and accurate financial reporting.
Financial Compliance and Integrity
· Maintain and enforce internal controls to safeguard assets and ensure accurate financial reporting.
· Ensure adherence to all applicable federal and state financial regulations, including HRSA Section 330, Uniform Guidance (2 CFR Part 200), and FTCA requirements.
· Ensure timely submission of all required financial reports and filings, including FFRs, UDS financial tables, IRS 990, and audits.
· Oversee and monitor financial policies and procedures to ensure ethical and compliant financial practices across all departments.
· Conduct internal reviews and compliance risk assessments; proactively identify and resolve discrepancies or weaknesses in financial systems.
· Ensure segregation of duties, compliance with procurement standards, and appropriate documentation and approval processes for all financial transactions.
· Grant and Federal Program Financial Management
· Provide fiscal oversight for all grants, ensuring budget alignment, cost allowability, time and effort tracking, and reporting accuracy.
· Ensure proper grant administration and financial tracking.
· Monitor drawdowns and ensure documentation compliance for all funding sources.
Audit and External Reporting
· Lead all audit preparations, including annual independent financial audits, single audits (Uniform Guidance), and program-specific audits.
· Respond to auditor inquiries and implement corrective action plans for any audit findings.
· Develop and maintain audit-ready documentation systems and financial records retention.
Revenue Cycle and Financial Performance
· Oversee revenue cycle management, including medical billing, collections, denials management, and cash posting.
· Monitor and improve KPIs related to accounts receivable, days in A/R, and payer reimbursements.
· Ensure compliance with billing regulations across Medicaid, Medicare, and commercial insurers.
Board and Governance Reporting
· Prepare monthly financial reports and dashboards for the CEO and Board of Directors, including balance sheets, income statements, cash flow projections, and budget variance analyses.
· Provide financial guidance to the Board Finance Committee and contribute to the Board’s fiduciary responsibilities.
Qualifications
· Education and Experience:
· Bachelor’s degree in Accounting, Finance, or related field required; Master’s degree in
· Business or Healthcare Administration preferred.
· CPA or equivalent professional designation strongly preferred.
· Minimum seven (7) years of progressive finance leadership, including healthcare or nonprofit experience.
· Minimum three (3) years of experience managing teams in a supervisory capacity.
Knowledge, Skills, and Abilities:
· Strong knowledge of FQHC-specific financial operations, including HRSA, 340B, and grant-related compliance, and/or in a similar healthcare setting.
· Demonstrated expertise in federal financial reporting
· Experience with fund accounting, financial audits, internal controls, and financial systems.
· Proficiency in financial software systems, EHRs, Microsoft Excel, and financial dashboards.
· Commitment to transparency, ethics, confidentiality, and financial integrity.
Working Conditions
Full-time, salaried, exempt position. Normal business hours with flexibility for occasional after-hours board or audit-related meetings. Primarily on-site, with some inter-site travel within the organization.

Additional Information
This position plays a critical role in the stability and functionality of executive operations. The Finance Director is expected to model professionalism, reliability, and a commitment to excellence in service of the CEO and the organization’s mission.
Conditional Requirements:
This position is a full-time employment status. The regular work schedule will be Monday to Friday from 7:30 am to 4:30 pm for a total of 40 hours per week. This work schedule, however, is subject to change with or without notice based on the Employer’s business requirements and/or by the demands of the employee’s job. Every effort will be made to adhere to the employee’s regular work schedule. This position is "EXEMPT” and is not eligible to receive overtime compensation pursuant to the Fair Labor Standards Act (FLSA).
Other:
This position is paid on a bi-weekly basis (two [2] week period). KCHC adheres to all applicable deductions such as CNMI tax, Federal Tax, Medicare, and Social Security.
