The Office of the General Counsel (OGC) serves as the chief legal advisor to DCAS, providing legal and strategic counsel across all twelve lines of service. OGC is organized into four primary legal units: Procurement and Operations, Real Estate Services, Human Capital and Workforce Oversight, and Policy and Compliance. Together, these units provide expert guidance on a broad range of matters critical to agency operations and citywide functions. OGCs legal portfolio includes advising on civil service, labor and employment, and disciplinary matters; negotiating and reviewing real estate transactions; overseeing procurement compliance; and guiding policy, risk, and audit processes. The office also manages litigation related to landlord-tenant disputes, legislative review,
Freedom of Information Law (FOIL) requests, and legal matters tied to fleet administration, energy, and facilities construction. In collaboration with Corporation Counsel, OGC supports special legal matters that require litigation or further Charter-mandated review, ensuring the City's interests are protected and upheld.
DCAS’ Office of the General Counsel (OGC) seeks a highly motivated professional to serve as the Health and Safety Coordinator within the Human Capital and Workforce Oversight Unit. Working under the direction of the Managing Counsel, and with day-to-day supervision from the Senior Counsel for Labor Relations & Health and Safety, this role supports agencywide occupational safety, environmental health, and regulatory compliance efforts. The Health and Safety Coordinator play a critical part in ensuring DCAS maintains safe, compliant, and healthy work environments across all lines of service.
The successful candidate must be organized, proactive, and solutions-oriented, with strong communication and analytical skills. They must be able to identify safety risks, respond to incidents, assess environmental conditions, and implement corrective measures while managing multiple priorities in a fast-paced environment.
- The Safety and Health Coordinator will assume the below responsibilities:
- Develop, administer, and manage occupational and environmental (agency) safety and health programs.
- Develop and maintain employee safety and health plans/policies and procedures.
- Co-Chair the agency’s Labor Management Health and Safety Committee.
- Co-Chair the Labor Management Health and Safety Committee.
- Serve as a liaison between DCAS and Labor Unions/ New York State Public Employee Safety and Health Act (PESH) concerning occupational safety and health issues.
- Provide indoor air quality (IAQ) assessments; asbestos and/or lead investigations; ergonomic surveys and other environmental services to DCAS employees.
- Develop, and conduct environmental, health, and safety training programs to achieve and maintain compliance with environmental, health and safety regulations and specific needs identified by emerging disease and historical data.
- Serve as the DCAS Respiratory Protection Program Administrator, Workplace Violence Coordinator, and other agency safety program leads as needed.
- Responds to occupational incidents, worksite emergencies and provides corrective action reports as needed.
- Perform job hazard analysis, review operational procedures, and implement control measures during incidents to ensure employees’ safety.
- Serve as Citywide Health and Safety Program Member.
- Assists Lines of Service by assessing agency/employee occupational needs and provides technical guidance.

Minimum Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
- Registration as a Certified Safety Professional or similar form of licensure as a safety officer. - Excellent and effective communication skills (written and oral), including the ability to draft technical reports. - Knowledge of federal, state and city safety regulations, including Occupational Safety and Health Administration Standards and Public Employee Safety and Health Plans. - Proficiency with industrial hygiene equipment (photoionization detection, multi-gas meter, sound and light meter). - Able to analyze problems and handle potentially difficult situations. - Ability to interpret, summarize and report sampling data. - Able to work well independently and within a team. - Strong computer skills, including experience with the Microsoft Office Suite. - Ability to wear respiratory protection and lift 30 pounds. - Strong in-person customer service experience. - Strong desire to work with diverse groups of people. - Able to handle sensitive situations and maintain a high degree of confidentiality. - Able to work well independently and within a team. - Must be detailed oriented.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
