Overall Purpose of Role:
The HR Manager will lead Human Resources for Inclusive Living’s social care services, ensuring HR practices enable safe, person‑centred care and full compliance with Irish employment law, GDPR, and HIQA/HSE requirements relating to workforce and governance. The post holder will provide strategic HR guidance to the Senior Management Team, partner with managers on employee relations, recruitment and retention, workforce planning, learning and development, and will foster a positive, equitable and values‑led culture.
Duties and responsibilities:
Professional and Regulatory:
- Lead the development and delivery of the organisation’s HR strategy and workforce plan aligned to service needs.
- Ensure HR policies and procedures comply with Irish employment legislation and reflect HIQA/HSE governance requirements relevant to staffing.
- Oversee end‑to‑end recruitment, onboarding and retention initiatives for roles, ensuring safe recruitment and Garda Vetting compliance.
- Advise managers on employee relations matters (performance, absence, disciplinary and grievance) in line with policy and best practice.
- Ensure GDPR compliance for employee data; maintain accurate, secure HR records and reporting.
- Monitor and report HR metrics (turnover, vacancy rates, absenteeism, ER casework) to the Senior Management Team with actionable insights.
- Keep the organisation updated on changes to employment law and HR best practice; update policies and provide guidance accordingly.
- Support preparation for external audits/inspections and respond to HR‑related actions arising.
Health and Safety:
- Partner with Health & Safety to ensure HR processes support a safe workplace, including risk assessments relevant to staff.
- Manage occupational health referrals and support employee wellbeing, return‑to‑work and reasonable accommodation plans.
- Promote a culture of dignity and respect; address bullying/harassment concerns promptly and appropriately.
Leadership & Supervision:
- Provide professional leadership to the HR function; coach and support managers across all services.
- Lead change management and organisation development initiatives that strengthen culture and performance.
- Build collaborative relationships with internal stakeholders (PICs, Service Managers, Finance, Training) and external partners.
- Present regular HR updates, risks and recommendations to the CEO / Senior Management Team.
Training and Development:
- Conduct training needs analysis; oversee mandatory and role‑specific training frameworks in partnership with the Training function.
- Develop managers’ HR capability (ER essentials, absence management, performance conversations, recruitment best practice).
- Support succession planning and career pathways; champion continuous professional development (CPD).
Personal and administrative:
- Manage HR budgets and contribute to financial planning and workforce control.
- Produce timely HR reports, dashboards and statutory returns as required.
- Drive employee engagement initiatives and act on survey feedback to improve retention and culture.
- Undertake other duties appropriate to the role as assigned by the CEO / Senior Management Team.
Skills needed for the role:
- Deep knowledge of Irish employment law, HR practice and GDPR.
- Strong employee relations expertise and sound judgement in complex cases.
- Proven leadership, coaching and influencing skills at senior levels.
- Excellent communication, relationship‑building and negotiation skills.
- Strategic thinker with strong analytical and problem‑solving ability.
- High standards of confidentiality, ethics and integrity.
- Proficient IT skills and experience with HRIS and MS Office.
Qualifications and Experience:
Candidates must have:
- A recognised third‑level qualification in Human Resources, Business or related field (CIPD membership/qualification desirable).
- Minimum 5 years’ HR experience with at least 3 years in a management role, ideally within health or social care.
- Demonstrable experience in workforce planning, recruitment, employee relations, and HR policy/compliance.
- Strong knowledge of Irish employment legislation and familiarity with HIQA/HSE governance requirements relevant to staffing.
- Experience managing GDPR compliance for HR records and reporting.
- Full Irish or EU driving licence and use of car desirable.
Terms & Conditions:
Responsible to: Senior Management Team
Probation: A probationary period of six months applies to this post.
Salary: Starting from €60,000 pro rata per annum based on working a 40-hour week.
Working Hours: 40 hours per week (Mon – Fri). Details of starting and finishing times, which may vary in accordance with Service needs, will be notified to you by your line Manager. There will be times when you will be required to work outside of the normal office hours.
Annual leave: Annual leave entitlement is 25 days pro rata per annum and proportionately less for less than 12 months service.
Pension Scheme: Inclusive Living operates a contributory pension scheme.
Maternity Leave: Inclusive Living offers a paid maternity leave scheme for full time employees passed their probation period.
Medical: The successful candidate will be required to complete a medical declaration and may be required to obtain medical examination.
Garda Clearance: These will be required for all prospective employees who will undertake relevant work or activities relating to children or vulnerable persons.
Sick Pay: All periods of sickness exceeding two days must be medically certified. Weekly medical certificates are required thereafter. The Company reserves the right to have you examined by its own Doctor after 3 months continuous sick leave.
References: Two professional references are required for successful candidate one of which must be from the candidates last employer.
