Project Officer
The Project Officer is responsible for leading and delivering high‑quality retrofit projects in the SEAI Warmer Homes scheme & Community Energy Grants scheme. This includes client and homeowner liaison, subcontractor coordination, technical inspections, QA audits, project scheduling and financial planning. This role may include managing commercial retrofit projects, depending on evolving market demand.
The ideal candidate will be a qualified Project Manager with strong project management capability, experience working on SEAI grant schemes, and a solid understanding of retrofit and renewable energy technologies such as DCV, MHRV, heat pumps, and solar PV. Experience in Warmer Homes Scheme delivery is highly desirable.
The Project Officer will report to the Energy Agency Manager and will work with the Administration team in the delivery of their duties. We are a small team, so Teamwork is essential to this role.
Key Responsibilities
Project Management
- Manage multiple energy assessment and retrofit projects from scoping to completion.
- Coordinate resources, subcontractors, schedules, and budgets.
- Ensure all project outputs meet SEAI, regulatory, and internal quality standards.
- Prepare progress reports, cashflow projections, risk assessments, and client updates.
Energy Assessments & Technical Work
- Conduct direct home assessments including site surveys and technical evaluations.
- Manage H&S information, including the project Safety Files.
- Use DEAP and other modelling tools to evaluate building energy performance.
- Provide recommendations for retrofit measures, and energy efficiency improvements.
Quality Assurance
- Perform quality assurance audits on site works, works, certification, and project files.
- Ensure compliance with SEAI’s QA requirements and building regulations.
Stakeholder & Client Engagement
- Work closely with SEAI, homeowners, contractors, community groups, local authorities, and commercial clients.
- Provide expert guidance on retrofit options, grant pathways, compliance requirements, and energy efficiency solutions.
- Support client journeys through SEAI or other funding applications.
Essential Qualifications & Experience[MG1]
- Level 7 qualification in Construction, Engineering, Architecture, Architectural Technology, or Sustainability.
- 4+ years’ experience conducting energy assessments, audits, retrofit management.
- Experience working on SEAI Grant Schemes (e.g. Warmer Homes, One‑Stop‑Shop, Community Grants).
- Strong understanding of:
- Building energy performance standards
- Irish Building Regulations (including Part L)
- Retrofit methodologies and best practices
- Experience with retrofit and renewable technologies including:
- DCV & MVHR systems
- Heat pumps and Solar PV
- Demonstrable high level proficiency in use of key IT applications, including:
- MS Excel, Sharepoint, PowerPoint & Teams
- Magic Plan, Builder trend & One Note
- Proficiency maybe assessed as part of the selection process.
- Experience in project financial management, including:
- Cashflow projections
- Financial planning
Must- Haves
- Full driving licence and access to a vehicle.
- Fluent spoken and written English.
- Authorisation to work in Ireland.
Desirable Qualifications & Experience
- Proven experience on the SEAI Warmer Homes scheme assessments and delivery
- Knowledge of SEAI quality requirements and audit processes.
- Registered BER Assessor (Domestic).
- Level 8 or higher qualification in Project Management or similar
