Superintendent Of Public Works

Job Summary
Under general direction, direct the supervision of public works employees; plan, schedule, and coordinate major projects to maintain, repair and upgrade streets, storm, water, and sanitary systems, and other borough properties; support town functions and events; coordinate work and assist other Borough Departments. Keep records and prepare reports to document department activities, progress, and utilization of resources; recommend budgets and manage public relations; assist with the development of a vision for the future of the Borough Public Works Department.

Duties

• Direct supervision of public works employees.
• Coordinates day-to-day operations of the department, which includes the municipal water system (3,500 customers), water treatment plant and all facilities, sewage system with 1mpg wastewater treatment plant, maintenance of lands, buildings, 13 miles of streets, and stormwater system.
• Research and develop contracts for equipment, materials, and projects; research requirements, execute and monitor contracts; work closely with construction manager on projects.
• Manage public relations concerns; respond to inquiries and complaints from the public.
• Coordinate with the Emergency Management Agency .
• Records and maintains detailed information on the operation of water and wastewater plants, distribution systems, wastewater collection systems, water quality, and compare the results with goals. Regulatory and environmental standards
• Supervise sampling and tests of water / wastewater systems and submission of reports as required by State / Federal regulations.
• Assumes management responsibility for assigned services and activities of water production, wastewater treatment, water distribution, and wastewater collection.
• Collaborate with other departments, government agencies, and community stakeholders to align public works initiatives with community needs.

Experience

• PA DEP Wastewater Treatment Plant Operator License.
• PA DEP Water System Operator License.
• PA Department of Agriculture Pesticide Application Business License.
• Comprehensive knowledge of municipal public works practices and procedures, including street, sidewalk, curb and stormwater system design, construction inspection and maintenance, equipment operation and maintenance, winter maintenance, and building and grounds maintenance.
• Knowledge of Department of Environmental Protection (PADEP) and PennDOT regulations as they relate to public works.
• Borough Codes, Borough policies, and procedures, Borough and Authority geography.
• Experience in budgeting for large-scale projects is required.

Work is performed in a normal office environment or outdoors during inclement weather, may involve frequent interruptions, and requires frequent visits to project sites. Work is occasionally performed around hazardous machinery and substances and can involve some threat to personal safety if safety standards are not observed. Work occasionally involves responding to angry or upset people. Work requires attendance at evening meetings and frequent work outside normal working hours. Work requires twenty-four on-call availability in the event of emergencies.

Job Type: Full-time

Pay: $70,000.00 - $75,000.00 per year
